NEAR Tokenomics and the Path to a Fixed Supply
Revenue mechanics
The fee switch for NEAR Intents has been live for seven months, capturing a portion of swap fees to fund NEAR buybacks. The September traction report for NEAR Intentsreported over $52 million in cumulative fees, with over $8 million captured by NEAR and directed toward buybacks. Cumulative Intents volume increased from ~$22 billion at the end of Q2, to over $32 billion at the end of Q3, a 45% QoQ increase. Over the same period, cumulative swaps rose from 28 million to 35 million, a 25% QoQ increase.

*as of October 6, 2026
As of October 6, lifetime fee capture stands at approximately 16.4%, up 4.9% from the 11.5% in Q2. Trailing 30-day capture is 28.4%, down 2.1% from Q2’s 30.5%, but still ~1.7x the lifetime rate. Capture rate measures net revenue retained per dollar of gross fees. NEAR is getting better at capturing the revenue already flowing through the system. The same volume is generating meaningfully more protocol revenue than it was in the prior quarter. As institutional and agent volume continues to grow, these dynamics are expected to strengthen further. For live revenue metrics, visitrevenue.near.org.
On September 30th, a new proposal was posted by SVRN CEO, Sal Trenullo, on the House of Stake forum to discuss reducing the token issuance rate 2.5% to 1.6% and to kick off a discussion with the north star of a fixed token supply. This conversation is critical in advancing the tokenomics of NEAR protocol while aligning the ecosystem to be economically sustainable and a permissionless store of value in the long-run.
Institutional demand

Institutional access expanded in Q3 with the launch of the Bitwise NEAR ETF (NRR) on NYSE Arca on September 29, 2026. The first U.S. spot NEAR exchange-traded product gives investors access to NEAR through traditional brokerage accounts, with Bitwise intending to stake the fund’s holdings in-house. Initial demand was strong: reported net inflows reached $35.5 million on September 29 and $13.2 million on September 30, totaling $48.7 million by the end of Q3. This provides an early indication of demand for U.S. listed NEAR exposure, with sustained flows becoming a key metric for the coming quarter. To track NRRs real time AUM visit NRRetf.com.
Other live listed vehicles include: 21Shares both offer NEAR Staking ETPs, Virtune Staked NEAR ETP, Grayscale NEAR Trust(GSNR), and Valour carries NEAR SEK. The Grayscale NEAR ETF is still pending regulatory approval.
Building AI Money as a Category
The transformation thesis

As outlined in our Q2 report:
Every major computing era has been defined by what it connected. The internet connected information. Blockchains connected ownership. The agent economy will connect intention to action, and NEAR is the infrastructure that makes that possible at scale. Today, both traditional commerce and crypto require users to navigate several layers of friction to reach an outcome. The agent economy collapses this friction into a single flow. A human expresses intent. NEAR AI understands it. NEAR Intents executes it. Outcomes arrive without the user ever touching the underlying infrastructure. This isn't a UX improvement, it's a structural shift in how value moves. AI sits on the front end interpreting what people want; blockchain settles on the back end with finality and privacy. Together they turn both crypto and traditional commerce into outcome-driven, agent-matched activity, and NEAR is positioned to power that new generation of transactions.
AI Money as a category
Every major technology category eventually settles on a default. You don't deliberate over which search engine to use, which cloud to deploy on, or which tool to message a co-worker. The category and the default become synonymous: Google, AWS, Vercel, Slack. The strategic question for NEAR isn't whether AI money becomes a category. It's whether NEAR becomes the default when it does.
Start with what makes something a standard in the first place: not the best feature set at a moment in time, but the deepest integration across the stack that makes switching costly and adoption self-reinforcing. NEAR's vertically integrated architecture, financial settlement, intent matching, private execution, and AI inference running together, is what makes the NEAR token function as AI money rather than a fee skimmed from the system on top of it. The token isn't incidental; it's the unit the system runs on.
In Q3, many advancements have taken place pushing this category vision further into reality.
AI Money is not necessarily the money an agent spends. It is the capital that lets an agent operate. With that frame of mind, NEAR AI launched staking for inference which allows users to stake their NEAR and in-return be eligible for inference credits to power their AI. NEAR AI Cloud also started to provide confidential inference on OpenRouter with GLM 5.3 Flash, which has processed over 139B inference tokens, since launching on July 9th.
In the Pace of NEAR report we looked at how NEAR already has the required infrastructure live to create this reality. Combining that infrastructure with product advancements in NEAR AI and near.com the agent economy is beginning to take shape. NEAR is continuing to build best-in-class solutions to be ready the moment the market realizes where it is headed. That moment is approaching.

near.com: The Flagship Front-end

near.com occupies a strategically distinct position within the Intents ecosystem, giving NEAR a direct channel to shape the user experience. In Q3 2026, the near.com front-end processed ~$2.57 billion in volume, which was roughly a quarter of the total volume on NEAR Intents ($10.4 billion). Perpetual trading also saw an uptick crossing $150 million in total perpetual volume. Near.com now offers users four vaults to earn on their assets confidentially, these assets include NEAR, USDC, and SOL. The NEAR staking product ended Q3 with 5 million NEAR staked.
On September 1, near.com made confidentiality the default experience for holdings, trades, payments, and yield. Confidential execution also expanded through partner integrations, extending its reach across the broader Intents ecosystem. By the end of Q3, Confidential Intents TVL sits ~$160 million, roughly a 463% increase QoQ. Near.com also launched and fulfilled the [email protected] campaign in Q3.
SHIELD
SHIELD is the security layer for NEAR Intents, built to protect users and help keep stolen funds out of its cross-chain infrastructure. It screens requests at entry, at quote time, and at deposit, checking the funds’ public onchain history before they reach the execution layer. It screens transactions, not identities. Legitimate users can proceed to transact as normal, while flows linked to known hacks are typically declined before they settle. SHIELD combines incident reports, rule-based anomaly detection, and shared security signals so that NEAR Intents can assess risk before a transaction proceeds. SHIELD applies targeted delays or pauses to the affected flow, and the rest of NEAR Intents keeps running. These controls operate at the NEAR Intents application level. NEAR Protocol remains permissionless.
The security system demonstrated its value in late September, when SHIELDdetected and rejected more than $50 million in attempted flows linked to the Bitget hack. The $50 million represents rejected transfer attempts, rather than recovered funds. Together with transaction screening and partner coordination, it serves one objective: confidential cross-chain finance for legitimate users, on infrastructure that’s harder to exploit for theft and illicit flows.
NEAR Intents Ecosystem Growth
NEAR Intents broadened its distribution in Q3 through new partner integrations, bringing cross-chain execution and confidentiality to additional wallets, trading platforms, and payment applications.
The trading offering onnear.com also expanded with confidential perpetuals and tokenized real-world assets. Anintegration with Ondo introduced tokenized equities, commodities, ETFs, and fixed-income products, all tradable with confidential execution.
This expansion continued across the quarter-end boundary with theQuantus launch. Quantus selected near.com and NEAR Intents as its day-one listing platforms, making its token accessible from more than 30 chains with confidentiality enabled by default.

NEAR AI: The Next Wave of Value Capture
NEAR AI is focused on expanding access to confidential inference, providing the private compute infrastructure for applications and agents across the NEAR ecosystem and beyond.
This strategy included theannounced transition of IronClaw into near.com, consolidating its agent framework and security model within near.com. Bringing the products together is intended to connect an AI interface with a blockchain backend: agents interpret user intent, and NEAR Intents provides the execution. The transition concentrates the team and product roadmap around an environment where users can manage both agents and assets, supporting NEAR’s broader vision of an agent economy in which users retain control over the value their agents generate.
Distribution expanded through NEAR AI Cloud’sintegration with OpenRouter, initially offering GLM 5.3 Flash with a one-million-token context window. Developers can access NEAR AI’s inference infrastructure through their existing OpenRouter API key and balance, reducing integration friction and introducing the service to applications already using the gateway.
NEAR AI alsointroduced staking for inference, allowing users to receive recurring compute credits while retaining ownership of their underlying NEAR. More than 750,000 NEAR has been staked for confidential inference. A user's NEAR holdings can fund ongoing AI usage, linking the token’s utility directly to demand for compute and providing a potential funding mechanism for autonomous agents.
Formal Verification
In September, co-founder Alex Skidanovreported that NEAR AI’s open-source Lean agent solved all 672 PutnamBench problems for $111, demonstrating progress in reducing the cost of automated proof generation, a key component of formal verification. Formal verification uses machine-checked mathematical proofs to establish that software satisfies defined properties, allowing developers to verify critical behavior across all cases covered by those specifications. Following quarter-end, Skidanovannounced that NEAR AI had ranked first on Lean Eval v1. NEAR isinvesting in these capabilities to formally verify the protocol and core contracts, while providing ecosystem developers with practical tools to verify their own applications. These benchmark results demonstrate progress in automated theorem proving, with application to production contracts the next step.
NEAR Protocol: Scalability and Quantum Security
NEAR One advanced the protocol’s scalability and long-term security during Q3 2026, delivering mainnet upgrades while developing the next generation of its architecture. The July 20 release of version 2.13 introduced dynamic resharding, enabling the network to split shards automatically as demand grows without requiring a separate coordinated protocol upgrade for each split. The same release brought post-quantum account signing to mainnet using the NIST-standardized ML-DSA signature scheme, allowing users to adopt quantum-resistant keys while retaining their existing accounts and assets.
In August, NEAR One published a broader post-quantum security roadmap covering signing efficiency, wallet support, consensus, and cross-chain infrastructure. This established the path beyond account-level protection: quantum-safe consensus was targeted for the end of 2027, subject to advances in cryptographic research, while post-quantum threshold signing for cross-chain transactions remained an open research challenge without a fixed delivery date.

In September, NEAR One published a technical deep dive onSPICE, the protocol’s next major architectural upgrade. SPICE separates transaction ordering, data availability, and execution so block production does not need to wait for transaction execution to complete. The architecture is intended to support faster blocks and more flexible transaction processing as NEAR scales. SPICE remained in development at quarter-end, extending the protocol’s roadmap beyond the scaling and security upgrades already delivered in Q3.
Conclusion
NEAR enters Q4 2026 with broader adoption and a more direct connection between network activity and value capture. Cumulative Intents volume surpassed $32 billion, bringing to total captured by NEAR and directed to buybacks to over $8 million. Confidentiality became the default on near.com, partner integrations expanded distribution, and staking for inference gave NEAR holders a way to fund ongoing AI usage. The launch of the first U.S. spot NEAR ETF added a new channel for institutional access, while the proposal to reduce issuance opened the next stage of discussion around long-term economic sustainability. Together, these developments strengthen the relationship between the products NEAR provides, the demand they attract, and the value the network retains.
The strategic challenge is now to turn this expanding usage into a durable position as the infrastructure for AI money. Q3 brought more of that proposition into use: confidential execution for financial activity, private inference for applications and agents, and protocol upgrades that improve scaling and account security. Becoming the category default will depend on making these capabilities work together in products that users and developers repeatedly choose. NEAR’s opportunity is to build on the cross-chain activity generating revenue today and become the system through which agents manage capital, transact, and deliver outcomes as that market develops.
