Because the WLOC solution was blocked on iOS 27, I recently shared a tutorial for modifying location on the latest iOS 27:

This method uses the LocalDevVPN + SideStore + Roam Control combination.
A flaw in this approach is that you must keep LocalDevVPN connected to modify the location, which occupies the phone's VPN channel. This affects users who rely on tools like Shadowrocket.
Recently, I discovered that WLOC has been revived. The new WLOC is a derivative version developed by the original author based on Roam Control, meaning you can use WLOC to replace Roam Control.
The benefit of the new WLOC is that it does not require a constant LocalDevVPN connection. Once SideStore is installed, you can disconnect and use Shadowrocket to modify your location.
I have successfully tested this method again, so here is the complete process.
This guide assumes you have already installed SideStore.
Use WLOC to replace Roam Control.

Download the New WLOC
The new WLOC repository has been flagged, and there is currently no official repository address as the author is appealing the decision.

I do not have a paid or enterprise certificate, so I tested the standard version.
Install the New WLOC
Download the latest wloc.ipa to your iPhone, then open SideStore > My Apps > + and select the downloaded WLOC IPA:
After selecting the IPA, a dialog will appear. Choose "Keep App Extensions (Use Main Profile)" and wait for the signing and installation to complete.
Once installed, the "wloc" app will appear on the My Apps page:
Pair the New WLOC
Now, the new version of the wloc app will appear on your phone. Open it and complete the pairing with your device:
Then go to iPhone Settings > Privacy & Security > Developer Mode and tap "Pair with wloc":
After tapping pair, the system will ask for a 6-digit verification code. This code is displayed within the wloc app. Enter the code and confirm to complete pairing:
Once paired, WLOC saves the pairing record to the iPhone Keychain. This usually only needs to be done once.
Modify Tunnel Source
If you do not want LocalDevVPN to occupy your VPN channel,
you can use Shadowrocket instead, as it supports modifying the tunnel source.
Reopen the wloc app on your phone and tap the settings icon in the top right corner:
In the "Tunnel Source" menu under Devices, select the "Proxy App" option:
Then go to the Shadowrocket settings page and enable the following option:
After setting this up, you no longer need to keep LocalDevVPN connected. You can use Shadowrocket to connect.
Start Location Simulation
Select any location and tap "Start Location Simulation" to successfully spoof your location:
If you want to change locations, do not click stop. Simply select a new spot and tap Update Location to refresh the spoofed position.

Location modification works perfectly. Testing other apps confirms the current location is updated correctly.
Conclusion
That covers the entire tutorial for modifying location on iOS 27 using the new WLOC solution.
WLOC is still more convenient. Although it is also based on Roam Control, the new WLOC is clearly easier to use and more powerful. Most importantly, you no longer need to stay connected to LocalDevVPN, solving the biggest pain point.
